ACA Open Enrollment 2027: Dates and Deadlines by State
Open enrollment for 2027 health coverage through the ACA Marketplace starts November 1, 2026 in most states and ends January 15, 2027 on HealthCare.gov. A few states run their own Marketplace with their own dates. Here’s the schedule for each state we serve, plus the 2027 subsidy rules worth knowing before you renew.
Key Points
- ✅ HealthCare.gov states: November 1, 2026 – January 15, 2027. Pick a plan by December 15 for coverage starting January 1.
- ✅ Connecticut, Maryland, and Virginia set their own dates (see the table below). Georgia runs its own Marketplace, Georgia Access.
- ✅ The enhanced subsidies expired at the end of 2025, so the 400% income limit is back for 2027.
- ✅ In HealthCare.gov states, plans picked December 16 – January 15 start February 1, 2027.

2027 Subsidies: The Rules Right Now
The extra-large premium tax credits that started in 2021 expired on December 31, 2025. The House voted to extend them in January 2026, but as of October 1, 2026 the Senate hasn’t passed an extension, so the original ACA rules apply for 2027:
- Income limit: tax credits are generally available with household income between 100% and 400% of the federal poverty level. For 2027 coverage, 400% is $63,840 for one person and $132,000 for a family of four.
- The cliff: earn even $1 over 400% and you get no tax credit.
- Your expected share of a benchmark Silver plan runs from 2.15% to 10.22% of income for 2027 (IRS Rev. Proc. 2026-26).
- Payback at tax time: there’s no longer a cap on repaying excess advance credits, so estimate your income carefully.
| Household size | 400% of poverty level (2027 coverage) |
|---|---|
| 1 | $63,840 |
| 2 | $86,560 |
| 3 | $109,280 |
| 4 | $132,000 |
| 5 | $154,720 |
Based on the 2026 HHS poverty guidelines for the 48 contiguous states, used for 2027 Marketplace coverage.
Medicaid Expansion Matters for Lower Incomes
In states that expanded Medicaid (Arkansas, Arizona, Connecticut, Louisiana, Maryland, Missouri, Montana, North Carolina, Ohio, and Virginia), adults with income up to about 138% of the poverty level generally qualify for Medicaid instead of Marketplace tax credits. In Florida, Georgia, South Carolina, Tennessee, and Texas, adults with income from 100% to 138% of the poverty level can usually get Marketplace tax credits. In expansion states, new federal Medicaid work requirements for adults generally begin in 2027 (some states may get extra time), so check with your state Medicaid agency if that applies to you.
Other Changes for 2027
- Higher out-of-pocket ceilings: up to $12,000 for one person and $24,000 for a family for covered in-network care (from $10,600 / $21,200).
- HSA-friendly plans: Bronze and Catastrophic Marketplace plans count as HSA-eligible starting in 2026.
- Immigration status: starting with 2027 coverage, tax credits are limited to U.S. citizens and nationals, green card holders, Cuban/Haitian entrants, and COFA migrants.
- Don’t just auto-renew: premiums, networks, and your tax credit can change. Log in, update your income, and compare.
