What Is the Medicare Open Enrollment Period (OEP)?
The Medicare Open Enrollment Period (OEP) runs from January 1 through March 31 each year. It gives Medicare Advantage enrollees one more chance to make a change after the Annual Enrollment Period ends.
Think of it as a safety net — if you enrolled in a plan during AEP (Oct 15 – Dec 7) and realized it’s not the right fit, OEP gives you an exit.
📌 Important: OEP is only for people already enrolled in a Medicare Advantage plan. If you’re on Original Medicare with a standalone Part D plan, OEP does not apply to you.
What Can You Do During OEP?
During the OEP, you have three options:
- Switch to a different Medicare Advantage plan — If your current MA plan isn’t covering your needs
- Drop your MA plan and return to Original Medicare — You can add a standalone Part D plan at the same time
- Do nothing — If you’re happy, your current coverage continues
Changes take effect on the 1st of the month after you enroll.
When Should You Use the OEP?
The OEP isn’t meant for casual plan shopping — it’s for specific situations:
- 🏥 Your doctor isn’t in your plan’s network (and you didn’t realize during AEP)
- 💊 Your medications aren’t covered or cost much more than expected
- 🏨 The nearest in-network hospital is too far away
- 💰 Your out-of-pocket costs are higher than projected
- 📋 You moved to a new area and need a plan with local providers
OEP vs. AEP: Quick Comparison
| Feature | AEP (Oct 15 – Dec 7) | OEP (Jan 1 – Mar 31) |
|---|---|---|
| Who qualifies | Everyone on Medicare | Only current MA enrollees |
| Number of changes | Unlimited during the window | One change only |
| Can join Part D | Yes | Only if dropping MA to return to Original Medicare |
| Can join Medigap | Not guaranteed | Not guaranteed (depends on state) |
| Changes take effect | January 1 | 1st of the following month |
⚠️ What You Can't Do During OEP
There are important limitations:
- ❌ You cannot switch from Original Medicare to Medicare Advantage during OEP
- ❌ You cannot join a standalone Part D plan if you’re staying on MA
- ❌ You cannot guaranteed-issue enroll in a Medigap plan (unless your state has special rules)
- ❌ You only get one change — make it count
⚠️ North Carolina note: NC does not have a continuous Medigap open enrollment like some states. If you drop your MA plan to return to Original Medicare during OEP, you may face medical underwriting for Medigap. Talk to us before making this switch.
